PKACA alleges irregularity in land compensation
ITANAGAR, Aug 08: The 12th Pakke Kessang Anti Corruption Association (PKACA) has alleged gross irregularity in the disbursement of land compensation of Trans Arunachal Highway from Nechipu to Potin road.
In a memorandum submitted to the chief secretary, alleging East Kameng LRSO and SK of not assessing the properties of land affected people for the portion of road which falls under Pakke Kessang as per the guidelines, it said, huge amount of money has been sanctioned against people who in actual do not have much moveable and immovable properties. In some cases, people having not a single plot of land have been sanctioned huge amount. In the process, actual land affected people are suffering, it said.
It demanded the CS to stop the payment of land compensation till settlement of the dispute.

Land encroachment in capital alleged
ITANAGAR, Aug 08: Alleging that some people are encroaching areas in and around Gompa, Siddharta Hall and State Museum here, the Itanagar City Development Welfare Association (ICDWA) has urged the Capital DC to put stop to the illegal activity.
In a complaint letter addressed to the DC, it said, despite of the order that has banned earth cuttings and land encroachment in the Capital Complex, some people are still carrying on with illegal work in places of religious interest and public property.
Further asking the DC to direct the illegal occupant to vacate the area, it also requested land management department to properly measure and demarcate the boundary of these places.
Symposium on breastfeeding
ITANAGAR, Aug 08: The Community Food & Nutrition Extension Unit, Ministry of Women & Child Development, Itanagar unit organized a symposium on the theme ‘World Breastfeeding Support: Close to Mothers’ at Institute of Basis Education, Ganga, here today in collaboration with Itanagar Urban ICDS Project.
A total of 50 participants attended the symposium.
Addressing the gathering on the occasion, Director Incharge, Research department B Pertin explained about the importance of breast milk for infants.
He said, breastfeeding is a natural and ideal way of feeding that gives infant the unique biological and emotional basis for child development.

DAPORIJO, Aug 08: The body of Vijay Raito (37) has been recovered from Subansiri River yesterday after he was allegedly murdered 13 days ago.
Police recovered the body after being informed of a semi decomposed male body floating in Subansiri River. Later, police confirmed that the body found is that of Vijay Raito who was from Gajapati district of Orissa and went missing 13 days ago.
According to police, the murder accused has reportedly threw the body of Vijay after killing him into Subansiri river from the hanging bridge connecting Lega area of Nasi village with Hintemuring village. His body remained untraceable until yesterday.
The accused has been booked under U/S 302/201 IPC.
One arrested for dismantling Govt quarter
ITANAGAR, Aug 08: The District Administration today arrested one Tarak Gongo, Assistant Engineer, Tali Sub Division, PWD under section 3 of PDP Act for demolishing one government quarter opposite of RK Mission Hospital, Itanagar.
The DA seized all the implements/ equipments used for dismantling and arrested the persons involved in it.
The demolition of the quarter was reportedly going on in the presence of Gongo and his family members at the time of inspection by district administration along with the officials of PPPF.

Make PDS more transparent
PASIGHAT, Aug 08: Pasighat Municipal Board and East Siang Fair Price Shop Association (FPSA) consultative meeting was held at Pasighat today.

Lawless capital, hopeless citizen battling to survive

ITANAGAR, Aug 08: The brutal assault on Er Narang Gumbo, executive engineer (E) in broad daylight at Damsite. Naharlagun over Panchayat election related matter has once against exposed darker side of state. Er Gumbo is currently posted at Department of Power, Sangram division under Kurung Kumey district. According to the Naharlagun police, on 6th August, around 4 in the evening Er. Gumbo and his wife were coming back after meeting relatives at Damsite when the incident occurred.
On their way back to Naharlagun bazaar at Bailey bridge, Damsite they were stopped by group of people in Scorpio vehicle. The group attacked Er Gumbo and caused grievous injury. They even manhandled his wife and kicked her several times while she was trying to save her husband. As his wife starting shouting for help, some nearby people tried to help. But group did not stop and continued to attack him with intention to cause death inflicting injuries. Somehow they managed to inform police and with help of nearby citizen their life was saved.
As per capital police Er Gumbo was attacked by group of people lead by husband of a woman who unsuccessfully contested for ZPM seat from Nyapin Panchayat segment in the recently concluded Panchayat election. She was disqualified from contesting as her name was listed as a casual employee of electrical department, Sangram division. Her husband had put immense pressure on Er Gambo to issue resignation letter in back date so that she can contest. On the other hand, members of opponent party had also put pressure on him not to issue such letter. Angry over decision of officer not to issue resignation letter in back date, Er Gumbo was brutally attacked.
The incident has added to the notorious stigma associated with Kurung Kumey district. Government officials dread to work in the said district because of lawlessness and total breakdown of system. In recent month incidents of attack on govt officials have also considerably risen in capital complex and districts around it. The state government has totally failed to ensure safety and security of citizen in capital complex. Government officials are often caught between various interest groups and become target if they don’t heed to their demands.
Till the filing of this report, the accused have not been arrested. However capital police has assured that sooner accused will be arrested.
Meanwhile the members of All Narang Welfare society have condemned the incident of assault on one of its fellow member. This incident is highly deplorable and condemnable by each and every sections of the society cutting across the communities and is a grim reminder of the fact that no one is safe in the state capital. We ardently urge the law enforcing agencies to take strong and proactive steps by immediately arresting all the culprits involved in the assault and to bring them to book under the appropriate sections of laws of the land, the society added in a release.
It is high time that the law enforcing agencies must flex its muscles to deter any such incidents involving megalomaniacs and trigger happy elements in the capital who think they can do anything to anyone with impunity.
Arunachal Pradesh hugely raise share of own resources in plan financing
NEW DELHI, Aug 08: Arunachal Pradesh and Himachal Pradesh were among the states
which substantially raised their share of own resources in the annual plan financing
in 2013-
Arunachal Pradesh's share was Rs 522.85 crore in FY14, up 134 per cent over a year ago period, Minister of State for Planning Rajiv Shukla said in a written reply in Rajya Sabha today.
Shukla said the Planning Commission in its interaction with states encourages efficiency in resource use as well as increase in the share of own resources in plan financing.
Himachal Pradesh raised its own share in the plan financing to Rs 284.57 crore during
2013-
Among others, Tamil Nadu raised its own resources share by 38.47 per cent (Rs 33,962.54 crore), Assam 37.44 per cent (Rs 3,626.93 crore), Odisha 36.87 per cent (Rs 17,032.42 crore), Madhya Pradesh 33.16 per cent (Rs 29,174.23 crore), Uttar Pradesh 27.05 per cent (Rs 57,864.10 crore) and West Bengal by 26.56 per cent (Rs 23,554.59 crore).
However, the share by some states fell hugely in terms of their own resources in the annual plan financing, the Minister said.

APDA applauds creation of top posts under health dept
ITANAGAR, Aug 08: The State Cabinet has given its approval for creation of the posts of Director Medical Education, Joint Director Medical Education, Deputy Director Medical Education, Director Family Welfare, Deputy Director Family Welfare under the health and family welfare department. This was informed by Arunachal Pradesh Doctors’ Association (APDA) in a release. Welcoming the Govt decision for creation of the posts, the APDA informed that it had submitted a memorandum to the Chief Minister on January 24 and the Health Minister and Parliamentary Secretary on February 23 last demanding creation of separate director for medical education and training to independently supervise, and execute various plans for streamlining medical education in the state. Medical Science is an ever expanding science and to benefit the public most, creation of such post is the need of the hour, the Association said. The Association further hoped that the State Health sector will touch a new era in streamlining the department and rendering the standard health service to the needy people of Arunachal Pradesh.

West Kameng NGOs set deadline for restoration of electricity
ITANAGAR, Aug 08: Various NGOs, civil societies and students’ union etc. of West Kamneg district in a joint meeting at Bomdila today served an ultimatum to the District Administration and the authorities concerned to restore electricity supply in the district by 4 pm of August 11, 2013.
The meeting urged the District Administration to make all the Departments concerned like Electrical Department, E&M Department, Hydro Power Department, NEEPCO Ltd, Mega Electricals Guwahati & Power Grid of India accountable immediately.
“Immediate action should also be taken against M/s Biecco Lawrie Ltd Kolkata against whom an FIR has already been lodged by E&M Sub Division Bomdila for default and non completion of projects (R&M of MHS Dirang 4x500KW & C/o SHP Zhangdongrong 2x500 KW),” the release said.
“If the deadline is not met and electricity is not restored then the organizations will go for drastic protest movement for which the District Administration would be held fully responsible,” stated the agitated members in their ultimatum to the Deputy Commissioner Bomdila.
They claimed that Bomdila, Bhalukpong, Nafra, Tenga, Dirang, Thrizino and most of West Kameng district are without electricity and reeling under total darkness since July 30.

There are various forms of IPR for the protection of our tangibleand intangibleintellectual property, but it is important for us to know how we could protect our Traditional Knowledge (TK), which are existing in the oral form for hundreds of years.How do we then protect Traditional Knowledge, Innovations & Creativity, Biodiversity & Biotechnology, protection of expressions of Folklores?
Traditional Knowledge are the content or substance of knowledge held by traditional communities, that form a part of an “intangible cultural heritage” of indigenous peoples, and a part of “the heritage of humanity”.It could be traditional practice, beliefs, folk songs, folk dances, rituals and other traditionally related activities. Traditional knowledge is seen as “developed from experience gained over the centuries and adapted to the local culture and environment…transmitted orally...” and is a potentially “source of wealth” as key UNESCO documents define them.
Protecting traditional knowledge from exploitation:
The World Intellectual Property Organization (WIPO) is a specialized agency of the United Nations created in 1967 and headquartered in Geneva, Switzerland. Its purpose is to encourage creative activity and to promote the protection of intellectual property throughout the world. Besides giving protection to all tangible IPRs, traditional forms of creativity and innovation can also be protected to some degree by the Conventional IP system.
“Protection” in this context means defending the intangible (“intellectual”) components
of Traditional Knowledge against some form of unauthorized use by third parties.
“Defensive” protection refers to strategies aimed at ensuring that third parties
do not gain illegitimate or unfounded IP rights over TK, for example, patenting an

Property Rights, especially related to intangible traditional knowledge, which our
State is blessed with. We have lots of intangible traditional knowledge being practiced
in everyday life byArunachali people-
In this modern era,Intellectual Property has gained a lot of importance. It is necessary for an ordinary man to have knowledge about intellectual property rights as they come across intellectual properties of someone from dawn to dusk.These properties have been covered either under a patent or a copyright or a trademark. Common man’s life is very closely linked with articles and products, which are protected by law under Intellectual Property Rights. The copying imitation, adaptation, and unauthorized reproduction of these things, without the permission of the owner, may amount to a serious offence.
Now the question is why the concept of Intellectual Property is so much important in this 21st century?In fact, Intellectual Property has acquired greater recognition in international law compared to municipal laws.
The state of Arunachal Pradesh consists of many unique forms of knowledge that can be protected under different types of Intellectual Property Rights. For instance, the design being made in the traditional attire of various communities, the oranges of the Siang belt, West Kameng’skiwis and the traditional hat (boipa), etc.
Though, in general, currently not much attention is paid towards the protection of these intellectual properties,but the day is not far when we as a community will realize its importance and will call for registration to be done for each and every bit of knowledge asthe ownership of IP.One can only hope that it will not be a classic case of ‘too little action, too late’.
District level monitoring committee meeting held
SEPPA, Aug 8: The District Level Monitoring Committee (DLMC) meeting exclusively
for HODs was held at Kameng Hall, Seppa yesterday. It was reviewed and discussed
at length on the physical and financial achievements of all ongoing projects under
various programmes of 2012-
DC cum Chairman DLMC Tarin Dakpe reiterated on the need to maintained quality of works for the public interests said “Departmental schemes be carried out in a transparent manner with cent percent physical & financial achievement having clean payment for the work done”. He called on the HODs especially the executing agencies attain such important meeting and urged them to maintained proper coordination’s among various departments.
Responding to the point raised by some of the HODs on RTI, he siad that what is the problems in furnishing information’s when the schemes/project were satisfaction and target achieved. However, he cautioned the RTI seekers to seek information’s with positive mindset for general interest rather than harassing the department for individual gains. Further, he also directed the executing agencies to speed up implementation of various schemes and achieved the goal as envisaged for the purpose.
SP, BK Mishra while talking about law and order suggested HODs to meet him personally in case of any problems rather than lodging complaints. He urged the HODs to do the things properly by maintaining quality of works without allowing the room for complaint from the public.

It is very sad to bring to the notice of our fellow citizen that on 3rd August my son Mr. Lingdum Tani (class XII student) was very badly beaten up by the school Cabinet members and other students at Govt. Hr. Sec. School Doimukh during the class hours by using iron rods and sticks. He was beaten up merely for not coming to school with full uniform. Without giving any intimation or information to the parents he was attacked and severely beaten up and left alone. Surprisingly it was learned that even outsiders entered into the school campus and got involved during the conflict which is a shameful act on their part. I think there is no RTE Act and safety rule for some category of Students who comes to pursue studies. Instead some kind of autonomous power is given to some students so that they can run the show and rule the campus and destroy the future of innocent students. I never thought that such kind of barbaric incident could happen in Govt. Managed School, which is fully supervised, and control under the state Govt, and apex student bodies. If this type of activities were to happen with the students studying in Govt. Hr. Sec. School Doimukh, I would not have sent my son for spoiling his future bright. It is so confusing for me who is exactly governing the said school for its peaceful functioning. Every Parent of Students believes that, Govt. Hr. Sec School Doimukh is one of the oldest and best Schools in Papum Pare district. Expecting good result and trusting the school authority of safety and security we sent our children to the said school.
In this situation who is responsible for this heinous act that took place in the school campus in presence of School Staff? Dear School Managing committee members, Staff and parents, what you would have done if your son or daughter is being beaten up like this publicly? My son is still under medical treatment and thanks those people who rushed him to the Hospital on time. I also request to the District Administration to look into the matter seriously and take some necessary actions and give justice for me.

New technology to protect tigers
Even as India fights hard to protect its dwindling population of big cats, it has lost fifty tigers so far this year against 72 in 2012. At the top of the list is Karnataka, which has lost 13 tigers. Next up on the list is Maharashtra followed by Uttarakhand and Madhya Pradesh where five tigers have died this year, two each in the Bandhavgarh Tiger Reserve and Pench Tiger Reserve and one in the Katni forest division.
The DIG of the National Tiger Conservation Authority (NTCA) SP Yadav said that every tiger in the country is under threat from poaching. "Under our new protocol," he said, "the cause of the death of every tiger will be deemed to be poaching until the state government proves it otherwise with proper evidence." The new NTCA directive will bring more transparency to the postmortem process.
