Eid-ul-Fitr  greetings

ITANAGAR, Aug 08: Arunachal Pradesh Governor Lt. Gen  (retd) Nirbhay Sharma extended sincere greeting to the people on the occasion of Eid-ul-Fitr.

The Governor in his message said “on the festive occasion of Eid-ul-fitr, which marks the end of the holy month of Ramzan, I convey good wishes to people of Arunachal Pradesh. I hope that the festival would inspire all to follow the path of love, compassion and forbearance.”

Eid-ul-fitr is observed across the country with traditional gaiety and piety. The auspicious occasion reinforces the bonds of our composite society and promotes the feeling of brotherhood amongst all citizens, the message read. “May the spirit of Eid- fill our lives with peace, prosperity and harmony.”

Chief Minister Nabam Tuki has also extended his warm greetings to the country and the state on the auspicious occasion of Eid Ul Fitr. The ending of the Holy month of Ramadan is a joyous time as families and friends join  together in celebration of Eid, Tuki said in his message.

The Chief Minister appealed for upholding the spirit of Eid while spreading the message of universal peace, forgiveness and unity in the world.

 

PKACA alleges irregularity in land compensation

ITANAGAR, Aug 08: The 12th Pakke Kessang Anti Corruption Association (PKACA) has alleged gross irregularity in the disbursement of land compensation of Trans Arunachal Highway from Nechipu to Potin road.

In a memorandum submitted to the chief secretary, alleging East Kameng LRSO and SK of not assessing the properties of land affected people for the portion of road which falls under Pakke Kessang as per the guidelines, it said, huge amount of money has been sanctioned against people who in actual do not have much moveable and immovable properties. In some cases, people having not a single plot of land have been sanctioned huge amount. In the process, actual land affected people are suffering, it said.

It demanded the CS to stop the payment of land compensation till settlement of the dispute.

 

PPA flays Govt on law and order

ITANAGAR, Aug 08: Escaping of under-trial  prisoners from Khonsa sub-jail on Monday night and assault on engineer at Naharlagun has added another ‘decorated feathers to the Congress Government in their inability and inefficiency in running the Government’,  said People’s Party of Arunachal (PPA) in a release today.

While reiterating its demand for white paper on law and order situation of the state, PPA general secretary Ashan Riddi questioned how long such lawlessness should be allowed to prevail in the State.

Criticizing the ruling party of the state, PPA said “instead of taking state toward path to development, the Congress party is creating chaos and confusion among the people.” The Party further said “our representative from National Political Parties, particularly the Congress are irresponsible to the people of the state and the interest of Arunachal Pradesh, because they are more responsible toward their respective High Commands in Delhi.”

Land encroachment in capital alleged

ITANAGAR, Aug 08: Alleging that some people are encroaching areas in and around Gompa, Siddharta Hall and State Museum here, the Itanagar City Development Welfare Association (ICDWA) has urged the Capital DC to put stop to the illegal activity.

In a complaint letter addressed to the DC, it said, despite of the order that has banned earth cuttings and land encroachment in the Capital Complex, some people are still carrying on with illegal work in places of religious interest and public property.

Further asking the DC to direct the illegal occupant to vacate the area, it also requested land  management department to properly measure and demarcate the boundary of these places.

 

Symposium on breastfeeding

ITANAGAR, Aug 08: The Community Food & Nutrition Extension Unit, Ministry of Women & Child Development, Itanagar unit organized a symposium on the theme ‘World Breastfeeding Support: Close to Mothers’ at Institute of Basis Education, Ganga, here today in collaboration with Itanagar Urban ICDS Project.

A total of 50 participants attended the symposium.

Addressing the gathering on the occasion, Director Incharge, Research department B Pertin explained about the importance of breast milk for infants.

He said, breastfeeding is a natural and ideal way of feeding that gives infant the unique biological and emotional basis for child development.

 

Everester Bagang felicitated

Seppa, Aug 8: Bagang Welfare Society (BWS) has felicitated Tame Bagang, the first Everester from Nyishi Community in a glittering function held at Govt Higher Secondary school Auditorium, Seppa on August 5. A host of dignitaries including Tarin Dakpe, Deputy Commissioner East Kameng District, Meyuk Cheda, Zilla Parishad Chairperson, MLA Karya Bagang, ZPM’s, HoDs and EKSWCO members and general public were present on the occasion.

The most interesting part of the event was the power point presentation of Everester’s journey to the peak and his inspiring speech about his motto of life and his willing to do something great in sports.

Speaking on the occasion,  MLA and Meyuk Cheda, ZPC praised his rare achievement from their Chayang Tajo constituency and requested the people of East Kameng to get inspiration from his achievement. Both the speakers promised to help him in time of needs.

 

Body recovered

DAPORIJO, Aug 08: The body of Vijay Raito (37) has been recovered from Subansiri River yesterday after he was allegedly murdered 13 days ago.

Police recovered the body after being informed of a semi decomposed male body floating in Subansiri River. Later, police confirmed that the body found is that of Vijay Raito who was from Gajapati district of Orissa and went missing 13 days ago.

According to police, the murder accused has reportedly threw the body of Vijay after killing him into Subansiri river from the hanging bridge connecting Lega area of Nasi village with Hintemuring village. His body remained untraceable until yesterday.

The accused has been booked under U/S 302/201 IPC.

 

One arrested for dismantling Govt quarter

ITANAGAR, Aug 08: The District Administration today arrested one Tarak Gongo, Assistant Engineer, Tali Sub Division, PWD under section 3 of PDP Act for demolishing one government quarter opposite of RK Mission Hospital, Itanagar.

The DA seized all the implements/ equipments used for dismantling and arrested the persons involved in it.  

The demolition of the quarter was reportedly going on in the presence of Gongo and his family members at the time of inspection by district administration along with the officials of PPPF.

The DA also shut one motorcycle repairing garage and two tyre repairing shops for illegally carrying out repairing works on the NH-52A.

The DA appealed to the residents of Capital Complex not to construct any structures within the notified RoW of the adjoining roads and govt. quarters. DIPRO

 

‘Provide school infrastructure’

ITANAGAR, Aug  8: The Balijan Circle Youth Association (BCYA) has appealed to the education department for early renovation of the Govt ME School Patila-Hollongi.

The school has been lying in pathetic condition like “Bhoot Bangla” since January last when it was badly damaged by a fire mishap, the Association said adding the “plight of the student and teachers can be very well understood with the fact that the school is running like “Paatsala” of the olden days.  There is no furniture, not to speak of light and fans, the Association said. It appealed the authorities to take immediate steps for renovation of school and provide adequate school infrastructure.  

 

Orientation training held

KHONSA, Aug 8: A 2-day orientation-cum-awareness training on Aajeevika/NRLM was conducted by DRDA, Khonsa Tirap with support from SIRD, Itanagar at Kanubari on August 5 and 6.

Circle Officer-Cum-Block development Officer LThungun formally inaugurated the training programe. In his address Thungun expressed his happiness and thankfulness to SRLM (State Rural Livelihood Mission) for selecting kanubari as one of the intensive blocks in the state. He urged the trainees to take the training seriously and try to have the clear concept of the newly launched programme Aajeevika/NRLM.

P Wangcha, Assistant Project Officer (WD) DRDA, Khonsa Tirap, highlighted the importance  of Aajeevika. Rakesh Srivastav, Deputy Director, SIRD, Itanagar was the resource person the training.

Officers and other officials from various blocks Khonsa, Deomali, Kanubari DRDA staff and SHG members from 32 groups actively participated in the training.

 

Awareness camp on drug abuse and illicit trafficking held

CHANGLANG Aug 8: Awareness on Drug Abuse and Illicit Trafficking Camp was organized from July 25 to August 5 at Miao.

Hortum Loyi, DDSE Changlang Hortum Loyi advised the students to devote in their studies and to play a pivotal role in eradicating the Drugs and Opium addiction in the area.

During the camp painting competition on topic “say no to drugs” “importance of sports for healthy life” and “My Vision Tomorrow Changlang”. Debate on the Role of Television Media in student’s life and it’s positive and negative side. Football, Badminton and Athletics competition and Half Marathon Race on theme Run for Healthy Society without Drugs were organized.

PASIGHAT, Aug 08: Bosing Banggo Soccer Club trounced Serum Football Club 7-2 while Bilat Bamin defeated Borguly HSS (Mebo) 2-1 to enter into the quarterfinals in the 4th Matmur Jamoh Memorial Independent Football Tournament at General Ground here today.

Mecca United will lock horns with Raising FC of Pasighat in the first match tomorrow while United Sika Tode will meet Bogong SC in the second match.

Altogether 32 teams from the district are participating in the tournament.

The tournament is being organized by East Siang District Football Association in collaboration with Department of Sports and Youth Affairs in memory of late Matmur Jamoh.

ITANAGAR, Aug 08: Ngargo Ao FC defeated Etor Yameng FC 3-2 in a keenly contested group match in the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar at DNG College playground here today.

Max Tamuk scored two goals and Dutin Jamoh one for Ngargo Ao FC while Takop Tatin and Matin Tamuk scored a goal each for Etor Yameng FC.

Samak Mize of Ngargo Ao FC was adjudged player of the day, informed Sports Secretary of SFCCI Kadum Apang.

Solung United FC will play against Golgi Bote FC at 2 pm and Delong Yameng FC will meet Dongin FC at 3.30pm tomorrow.

 

Farmer-scientist interaction prog

ITANAGAR, Aug 08: A Farmer-Scientists Interaction cum Training Progra-mme was organized by Krishi Vigyan Kendra Upper Siang on  August 6th at Katan, about 80km from district headquarter Yingkiong. The programme coordinator of KVK was accompanied by a group of specialists in the programme.

More than 40 interested farmers had participated in the programme.

While  I Barman (SMS Extn) explained the purpose of the programme,  Dr. M. C. Debnath (PC) briefed about the scope, prospect and different ways for agricultural development as well as socio-economic up-liftmen.  He also interacted with the farmers regarding plant protection measures for Khasi mandarin and on-going rice crop. Dr. J. K. Singh (SMS Animal Sc.) briefed about the maintenance of animal health and importance of vaccinations.

Nich Tain (Fishery Specialist) has explained regarding construction of fish ponds and modern composite fish culture. Kato Tayeng (SMS Soil Sc.) has briefed about the utility of bio-fertilizers in modern agriculture and soil health management.

 

ACF GS releases music CD

ITANAGAR, Aug 08: A music CD by Yaweh Band was released by Arunachal Christian Forum (ACF) General Secretary Toko Teki at CRC Nirjuli yesterday on the occasion of 5th anniversary of foundation of CRC Nirjuli’s Youth Department.

Speaking on the occasion, Teki exhorted the large gathering, mostly of young people, to make best use of their god-given talents for the good of the humanity and become a role model for others.

Make PDS more transparent

PASIGHAT, Aug 08: Pasighat Municipal Board and East Siang Fair Price Shop Association (FPSA) consultative meeting was held at Pasighat today.

The meeting was attended by the ZPC Kaling Dai and block presidents and secretaries of the association.

Addressing the meeting, Tamuk said there were irregularities in the present system which hampers daily life of the poor people. He assured to extend his supports and cooperation to the association and advised to approach the concerned government authority to make the Public Distribution System more transparent. The house after threadbare discussion resolved to appeal the state government authority to allot sugar on monthly basis to meet up the need of the consumers as the East Siang Fair Price Shop have not received any Sugar for sale since March 2013. The government should also enhance the quantity of APL rice to every FPS with a minimum quantity of 15 quintals per month. Allotment of S.K. Oil will be given to the FPS license holders to sale as retailers

The house unanimously decided to appeal the district authority to direct the carriage contractors/wholesalers to drop all the commodities to each and every FPS as per government guidelines. DIPRO

 

School kits distributed at Darka village

ITANAGAR, Aug 08: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam along with his official team visited Darka village near Aalo in West Siang district on August 6 last as part of its ongoing statewide awareness campaign and distributed school kits to the children of registered workers in presence of public, PRI leaders and teaching staff.

On the occasion, Sonam advised the youths to be united and join hand in the developmental activities of State. He said that time does not wait for anyone so the new generation should shoulder the responsibilities to lead the State.

Lawless capital, hopeless citizen battling to survive

ITANAGAR, Aug 08: The brutal assault on Er Narang Gumbo, executive engineer (E) in broad daylight at Damsite. Naharlagun over Panchayat election related matter has once against exposed darker side of state. Er Gumbo is currently posted at Department of Power, Sangram division under Kurung Kumey district. According to the Naharlagun police, on 6th August, around 4 in the evening Er. Gumbo and his wife were coming back after meeting relatives at Damsite when the incident occurred.

On their way back to Naharlagun bazaar at Bailey bridge, Damsite they were stopped by group of people in Scorpio vehicle.  The group attacked Er Gumbo and caused grievous injury. They even manhandled his wife and kicked her several times while she was trying to save her husband. As his wife starting shouting for help, some nearby people tried to help. But group did not stop and continued to attack him with intention to cause death inflicting injuries. Somehow they managed to inform police and with help of nearby citizen their life was saved.

As per capital police Er Gumbo was attacked by group of people lead by husband of a woman who unsuccessfully contested for ZPM seat from Nyapin Panchayat segment in the recently concluded Panchayat election. She was disqualified from contesting as her name was listed as a casual employee of electrical department, Sangram division. Her husband had put immense pressure on Er Gambo to issue resignation letter in back date so that she can contest. On the other hand, members of opponent party had also put pressure on him not to issue such letter. Angry over decision of officer not to issue resignation letter in back date, Er Gumbo was brutally attacked.

The incident has added to the notorious stigma associated with Kurung Kumey district. Government officials dread to work in the said district because of lawlessness and total breakdown of system. In recent month incidents of attack on govt officials have also considerably risen in capital complex and districts around it. The state government has totally failed to ensure safety and security of citizen in capital complex. Government officials are often caught between various interest groups and become target if they don’t heed to their demands.

Till the filing of this report, the accused have not been arrested. However capital police has assured that sooner accused will be arrested.

Meanwhile the members of All Narang Welfare society have condemned the incident of assault on one of its fellow member. This incident is highly deplorable and condemnable by each and every sections of the society cutting across the communities and is a grim reminder of the fact that no one is safe in the state capital. We ardently urge the law enforcing agencies to take strong and proactive steps by immediately arresting all the culprits involved in the assault and to bring them to book under the appropriate  sections of laws of the land, the society added in a release.

It is high time that the law enforcing agencies must flex its muscles to deter any such incidents involving megalomaniacs and trigger happy elements in the capital who think they can do anything to anyone with impunity.  

 

 

Arunachal Pradesh hugely raise share of own resources in plan financing

NEW DELHI, Aug 08:  Arunachal Pradesh and Himachal Pradesh  were among the states which substantially raised their share of own resources in the annual plan financing in 2013-14, Parliament was informed today.

Arunachal Pradesh's share was Rs 522.85 crore in FY14, up 134 per cent over a year ago period, Minister of State for Planning Rajiv Shukla said in a written reply in Rajya Sabha today.

Shukla said the Planning Commission in its interaction with states encourages efficiency in resource use as well as increase in the share of own resources in plan financing.

Himachal Pradesh raised its own share in the plan financing to Rs 284.57 crore during 2013-14, up 279 per cent from the previous fiscal.

Among others, Tamil Nadu raised its own resources share by 38.47 per cent (Rs 33,962.54 crore), Assam 37.44 per cent (Rs 3,626.93 crore), Odisha 36.87 per cent (Rs 17,032.42 crore), Madhya Pradesh 33.16 per cent (Rs 29,174.23 crore), Uttar Pradesh 27.05 per cent (Rs 57,864.10 crore) and West Bengal by 26.56 per cent (Rs 23,554.59 crore).

However, the share by some states fell hugely in terms of their own resources in the annual plan financing, the Minister said.

Manipur's own share in plan financing fell by 244 per cent in 2013-14, Mizroram down 125 per cent, Nagaland down by 132 per cent. While share by Meghalaya fell by a marginal 0.15 per cent in the current financial year. PTI.

 

 

ABK pleads CS for exclusion of ‘sub-tribes’ in STC

Itanagar, Aug 08: Adi Baane Kebang (ABK) in a representation to the State Chief  Secretary on Wednesday has appealed to the state government to mention only ‘Adi’ without indicating sub-tribes while issuing Schedule Tribe Certificate to Adis.

In the representation, ABK President Kangir Jamoh and General Secretary Bodong Yirang, urged the Chief Secretary to mention only ‘Adi’ while issuing Schedule Tribe Certificate to Adis as amended vide Amendment Act’ 2002 notified vide gazette notification no.10 where name of our tribe has been mentioned as ‘Adi’. But while taking reference of some district like Namsai where mentioning of sub-tribe along ‘Adi’ were insisted, the ABK has strongly pleaded the Chief Secretary to make an enquiry and a necessary order directing all administrative heads to issue ST certificate to Adis by mentioning only ‘Adi.

The ABK further urged all fellow tribes of the state and the nation to follow the same and no sub-tribe is indicated in any correspondences, certificates, declarations and notifications etc. while describing the name of the tribe.

 

 

ACT  holds meet on its demands, clarifies stand

ITANAGAR, Aug 08: The Action Committee for Tribal (ACT) in a meeting held here at Chimpu today expressed its views to accomplish the charter of demand placed before the concerned authority to expedite justice for the indigenous people of Arunachal Pradesh.

The ACT justified that “due to intentionally disrupting of mass peaceful dharna in front of CM’s Office on August 5 last by indulging in forceful closing of petrol pumps in entire Itanagar as well as campaigning against the ACT under the compliance of All Arunachal Pradesh Students’ Union (AAPSU) president, aggravated the mass participants to burning of his effigy.  The sudden unlawful act and publication of news item derecognising the Students’ Union Movement of Arunachal (SUMA) in state dailies on his part created such a situation, which was not pre-planned”, the ACT clarified.

The ACT, it informed that, it was formed to combat the “arbitrary decisions of the state government and not to counter any organisation”. Thus the unified forum suggests AAPSU to clarify with regards to the charter of demands placed by the concern and avoid further confusing the common people by delivering dual statement in regard to the Chakma –Hajong refugee’s issue, the committee stated.

The ACT  further said if AAPSU feels like they have been hijacking their issues and promoting negative rumours then its statement is very clear and welcome them for an open debate to fight for the interest of indigenous denizens.

 

 

APDA applauds creation of top posts under health dept

ITANAGAR, Aug 08: The State Cabinet has given its approval for creation of the posts of Director Medical Education, Joint Director Medical Education, Deputy Director Medical Education, Director Family Welfare, Deputy Director Family Welfare under the health and family welfare department.  This was informed by Arunachal Pradesh Doctors’ Association (APDA) in a release. Welcoming the Govt decision for creation of the posts, the  APDA  informed that it had submitted a memorandum to the Chief Minister  on January 24  and the Health Minister and Parliamentary Secretary  on February 23  last demanding  creation of  separate director  for medical education and training to independently supervise, and execute  various plans for streamlining medical education in the state. Medical Science is an ever expanding science and to benefit the public most, creation of such post is the need of the hour, the Association said.   The Association further hoped that the State Health sector will touch a new era in streamlining the department and rendering the standard health service to the needy people of Arunachal Pradesh.

 

 

Koloriang denizens cry out

ITANAGAR, Aug 08: A peaceful procession was held today under the aegis of Koloriang Citizens Right (KCR) at Koloriang town. The aim and objectives of rally was to express resentment against the harassment meted out to people of this area for the last one and half year. The people both the local as well as the outsider are being deprived of their basic rights such as drinking water, electricity, mobile connection, sanitation, road and PDS commodities. The KCR demanded the concern department to restore the above mention basic facilities at the earliest without further delay or else they will compel to take some other democratic measures.

KCR also asked the entire HOD's to shift their camp office from Ziro to Koloriang, without further delay. Due to their absence at district headquarter the offices are not operating smoothly and the common people are being harassed unnecessarily. KCR also expressed their anguish stating that due to the negligence shown by the concern department the people of Koloriang are surviving under the mercy of rain God for water and sunlight to recharge their solar light. The people of Koloriang are cut-off from the rest of the world in terms of communication due to non-availability of electricity and poor network provided by BSNL. The general people are deprived of the PDS items and mentioned that the quota allocated for them are not being given to them. The organisation also termed the UD & Housing Deptt as poor and unmanageable department as the town roads are in a deplorable condition without proper drainage and lack of garbage bin. The Organisation has strongly emphasised mainly on lack of drinking water, no electricity and mobile network problem.

The peaceful procession was supported by all the common people as well the government staff and even school children also took part voluntarily and energetically. The protest rally was supported by individuals like  Reekam Bengia,  Bengia Sinyung, ADO(Koloriang), Nangram Yaga, Chera Rita and Chowdhury Shop.

 

 

West Kameng NGOs set deadline for restoration of electricity

ITANAGAR, Aug 08: Various NGOs, civil societies and students’ union etc. of West Kamneg district in a joint meeting at Bomdila today served an ultimatum to the District Administration and the authorities concerned to restore electricity supply in the district by 4 pm of August 11, 2013.

The meeting urged the District Administration to make all the Departments concerned like Electrical Department, E&M Department, Hydro Power Department, NEEPCO Ltd, Mega Electricals Guwahati & Power Grid of India accountable immediately.

“Immediate action should also be taken against M/s Biecco Lawrie Ltd Kolkata against whom an FIR has already been lodged by E&M Sub Division Bomdila for default  and non completion of projects (R&M of MHS Dirang 4x500KW & C/o SHP Zhangdongrong 2x500 KW),” the release said.

“If the deadline is not met and electricity is not restored then the organizations will go for drastic protest movement for which the District Administration would be held fully responsible,” stated the agitated members in their ultimatum to the Deputy Commissioner Bomdila.

They claimed that Bomdila, Bhalukpong, Nafra, Tenga, Dirang, Thrizino and most of West Kameng district are without electricity and reeling under total darkness since July 30.

The meeting was attended by members of West Kameng Indigenous   Peo-ple’s Society (WKIPS), North East Development Welfare Society, Dist Unit (NEDWS), All West Kameng Students Union (AWKSU), Bomdila Town Committee (BTC), All West Kameng Youth Association (AWKYA) and various other representatives including Public leaders, Panchayat leaders, GBs and students.

 

 

World Breastfeeding Week concludes

PASIGHAT, Aug 08: The World Breastfeeding Week concluded on Wednesday covering all the blocks of East Siang district like Pasighat, Mebo, Ruksin, Pangin, Boleng and Rig. The theme for the breastfeeding week this year was "Breastfeeding support close to mothers" and the observation highlighted advantages of breastfeeding in creating a bond between the mother and the new-born and also in decreasing child mortality.

At Pasighat, in Tigra Mirbuk village Dere (Community Hall) the celebration was actively participated by the mothers, Anganwadi workers and PRI members and Bogong-II ZPM Okom Yosung, East Siang ABK Women wing President Aini Taloh and DMO Dr. Dubom Bagra.

The celebration was jointly organized ICDS cell led by Deputy Director, Divisional Ponung Ering Angu and ICDS Project Pasighat Kaling Moyong.

Speaking on the occasion, Yosung said that breastfeeding is universally endorsed by the world’s health and scientific organizations as the best way of feeding infants. He further said greater numbers of women are choosing to initiate breastfeeding, but ethnic and social disparities persist. Yosung appealed the Anganwadi and other health workers and supervisors to render their services with dedication and devotion organizing awareness program in place to place to build a healthy society. He added, for society, breastfeeding provides a range of economic and environmental rewards. The children, those who are breastfed are healthier and have fewer symptoms and shorter illnesses when they do get sick, he commented.

The DMO Dr. Bagra asserted that, breastfeeding supports optimal development and protects against acute and chronic illness. For mothers, breastfeeding helps with recovery from pregnancy and child-birth and provides lifelong health advantages. He claimed breastfeeding offers advantages for children that cannot be duplicated by any other form of feeding. The benefits of breastfeeding begin from the first moments after childbirth and last for many years after breastfeeding ends.  

The resource person Dr. Runi Tasung, SMO stressed the importance of breast feeding for a healthy child and the emotional bonding between the child and mother. She explained the various stages of child growth in relation with breast feeding and cleared some doubts and practices usually prevailing under traditional cultures in tribal society.

Illegal water tapping affects supply

RUKSIN, Aug 08: Illegal tapping of water from the main pipelines of Ledum drinking water project by some unscrupulous people for their paddy field has badly affected drinking water supply in Ruksin area.

It is alleged that some unscrupulous farmers are engaging themselves in water tapping by making hole in the pipelines for supplying water to their paddy fields in between Ledum and Bilat.

The man-made hole in the pipeline could be seen at several portions in the water pipelines.

Meanwhile, the officials of Public Health Engineering department led by Assistant Engineer K Taki along with Bilat Circle Officer Ocean Gao, Sille-Oyan ZPM Tajing Taki and executives of ‘Industrial Growth Complex Youth Association (IGCYA)’ recently inspected the Ledum water mega project site to take stock of the situation.

The PHED officials here informed that the department has already lodged an FIR in Ruksin Police Station against the miscreants for taping water illegally.

If completed, the water supply mega project will cover 19 villages under Pasighat-West constituency. The project being executed by Pasighat division of PHED was scheduled to be completed in April, 2011.

Meanwhile, the members of IGCYA have demanded the PHED officials to immediately stop the leaks in the water pipes and keep strict vigil to prevent illegal tapping of water.

 

 

Traditional Knowledge and Intellectual Property

Humans are the only creatures on this earth who are endowed with a creative and inventive mind. The power of imagination and creativity has led humankind to invent new things; making life more comfortable and luxurious. In this present period, any new thing man creates through the application of his mind is held to be his property, which is called intellectual property.

Intellectual Property Rights (IPR) are the rights awarded by society to individuals or organizations principally over innovations and creative works such as inventions, literary works, artistic works, symbols, names, images, and designs used in commerce. The main intellectual property rights are trademarks, copyright, patents, design rights and geographical indication.

Signs attached to goods or services, which enable customers to distinguish one trader from another by identifying their origin are trademarks. Copyright is the right to copy, reproduce or publish the work in which copyright subsist, for commercial exploitation. A patent is an exclusive right awarded to an inventor to prevent others from making, selling, distributing, importing or using their invention, without licence or authorization, for a fixed period of time.  Design rights protect aspects of product appearance, while Geographical Indication identifies the specific geographical origin of a product and the associated qualities, reputation or other characteristics.They usually consist of the name of the place of origin, for example Banarasisarees made from the six districts of Uttar Pradesh in India.

Right from morning till night we come across different intellectual properties, such as coffee in the morning, vehicle for movements, cold drinks, music, etc. All these products we use in our everyday life are the intellectual property of some individuals.  

The Intellectual Property Rights were essentially recognized and accepted all over the world due to some very important reasons- to provide incentive to the individual for new creations, providing due recognition to the creators and inventors, ensuring material reward for Intellectual Property and ensuring the availability of the genuine and original products.

We discuss also about tangible or materialistic intellectualproperty, which are real, can be seen, touched or measured.But have you ever given a thought about our large body of intangible traditional knowledge thatexistin the society but are not able to get its due recognition. Our traditional formslike the rikampada(Nyishi), damin da (Apatani), ponung (Adi), Kaben (Galos), folk songs of the many Arunachal communities, traditional games, folk stories, etc. comprise the intangible heritage that make each of these communities unique and special.

There are various forms of IPR for the protection of our tangibleand intangibleintellectual property, but it is important for us to know how we could protect our Traditional Knowledge (TK), which are existing in the oral form for hundreds of years.How do we then protect Traditional Knowledge, Innovations & Creativity, Biodiversity & Biotechnology, protection of expressions of Folklores?

Traditional Knowledge are the content or substance of knowledge held by traditional communities, that form a part of an “intangible cultural heritage” of indigenous peoples, and a part of “the heritage of   humanity”.It could be traditional practice, beliefs, folk songs, folk dances, rituals and other traditionally related activities. Traditional knowledge is seen as “developed from experience gained over the centuries and adapted to the local culture and environment…transmitted orally...” and is a potentially “source of wealth” as key UNESCO documents define them.

Protecting traditional knowledge from exploitation:

The World Intellectual Property Organization (WIPO) is a specialized agency of the United Nations created in 1967 and headquartered in Geneva, Switzerland. Its purpose is to encourage creative activity and to promote the protection of intellectual property throughout the world. Besides giving protection to all tangible IPRs, traditional forms of creativity and innovation can also be protected to some degree by the Conventional IP system.

“Protection” in this context means defending the intangible (“intellectual”) components of Traditional Knowledge against some form of unauthorized use by third parties. “Defensive” protection refers to strategies aimed at ensuring that third parties do not gain illegitimate or unfounded IP rights over TK, for example, patenting an age-old and widely known remedy of curing some ailments.The WIPO Inter-governmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC) is actively exploring new, tailored forms of IP-like protection for TK as TK have intrinsic value, including social, spiritual, economic, intellectual, scientific, ecological, technological, commercial, educational and cultural. TK are also the frameworks of ongoing innovation and distinctive intellectual and creative life that are fundamentally important for indigenous and local communities and are as valuable as other knowledge systems.

By and large, communities are still not aware about the importance of Intellectual Property Rights, especially related to intangible traditional knowledge, which our State is blessed with. We have lots of intangible traditional knowledge being practiced in everyday life byArunachali people- be it traditional healing, natural resource management practices, folk performing arts or even our food. These should be patented now before outsiders imitate the practices and patent for their own benefits.

In this modern era,Intellectual Property has gained a lot of importance. It is necessary for an ordinary man to have knowledge about intellectual property rights as they come across intellectual properties of someone from dawn to dusk.These properties have been covered either under a patent or a copyright or a trademark. Common man’s life is very closely linked with articles and products, which are protected by law under Intellectual Property Rights. The copying imitation, adaptation, and unauthorized reproduction of these things, without the permission of the owner, may amount to a serious offence.

Now the question is why the concept of Intellectual Property is so much important in this 21st century?In fact, Intellectual Property has acquired greater recognition in international law compared to municipal laws.

The state of Arunachal Pradesh consists of many unique forms of knowledge that can be protected under different types of Intellectual Property Rights. For instance, the design being made in the traditional attire of various communities, the oranges of the Siang belt, West Kameng’skiwis and the traditional hat (boipa), etc.

Though, in general, currently not much attention is paid towards the protection of these intellectual properties,but the day is not far when we as a community will realize its importance and will call for registration to be done for each and every bit of knowledge  asthe ownership of IP.One can only hope that it will not be a classic case of ‘too little action, too late’.

 

 

District level monitoring committee meeting held

SEPPA, Aug 8: The District Level Monitoring Committee (DLMC) meeting exclusively for HODs was held at Kameng Hall, Seppa yesterday. It was reviewed and discussed at length on the physical and financial achievements of all ongoing projects under various programmes of 2012-13 and also proposal of all the departments for the current financial year.

DC cum Chairman DLMC Tarin Dakpe reiterated on the need to maintained quality of works for the public interests said “Departmental schemes be carried out in a transparent manner with cent percent physical & financial achievement having clean payment for the work done”. He called on the HODs especially the executing agencies attain such important meeting and urged them to maintained proper coordination’s among various departments.

Responding to the point raised by some of the HODs on RTI, he siad that what is the problems in furnishing information’s when the schemes/project were satisfaction and target achieved. However, he cautioned the RTI seekers to seek information’s with positive mindset for general interest rather than harassing the department for individual gains. Further, he also directed the executing agencies to speed up implementation of various schemes and achieved the goal as envisaged for the purpose.

SP, BK Mishra while talking about law and order suggested HODs to meet him personally in case of any problems rather than lodging complaints. He urged the HODs to do the things properly by maintaining quality of works without allowing the room for complaint from the public.

In a move to ensure quality of works, it was resolved that physical verification comprising of all the HODs shall be done in a phase-wise manner; Contractors should carry out works as per specification and direction of the executing departments in the context of some schemes in the  country side where a contractors a land donor; executing agency should consult the user department before taking-up schemes; photographs of three stages of the works compulsory in order to avoid fraud photographs and timely submission of U.C. Monthly review meeting held

ZIRO, Aug 8:  The monthly review meeting of all the departments was held at the office chamber of the Deputy Commissioner, Lower Subansiri District at Ziro.

Chairing the meeting Deputy Commissioner Marnya Ete exhorted the Department Heads to achieve the monthly revenue targets.

Accuracy in survey and preventing leakages would accelerate revenue generation, he added. Emphasizing on the punctuality and regularity of government employees, he suggested the officers and HoDs to take lead in inculcating a good work culture and added that introduction of biometrics will re-instate a good attendance in the offices.

Ete also instructed all departments to apply for allotment of land for government offices and quarters and to strictly document encroachment cases, lodge FIRs and report the same for evictions. He also took stock of the construction of the mini secretariat and urged the implementing department to speed up the process

Executive Engineer (Power) Tapi Tai also suggested installation of electric meters both for household and commercial connections to check power thefts. He also suggested that the electrification of new buildings should be done in accordance with the specifications provided by the power department and under the supervision of power department in order to reduce the number of accidents caused due to electricity.

DTO, Tourism Sri Tater Mize also informed the house that out of 14 beneficiaries 11 have received their vehicles under CM Paryatan Vikas Yojana.

Eagle Trophy: Todo United FC hold FC Doimukh; ITBP defeat JJFC 4-1

ITANAGAR, Aug 08: Todo United FC and FC Doimukh played out a 1-1 draw in a group level match in the 4th Eagle Trophy Invitational Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

The match got off to a promising start with both the teams creating equal scoring opportunities. The match was evenly poised till 17th minutes when Limar Loya of Todo UFC scored through a superb free kick taken from a distance of 25M.

Todo UFC was leading 1-0 in the first half.

Stung by the first half goal, FC Doimukh tried desperately to get the equalizer in the second half. Their efforts paid dividend as Ngurang Abin scored through a fine field goal in 47th minutes dribbling past the defending players to make the score 1-1.

After the match remained tied, both Todo UFC and DFC tried their best to win and earn full points. However, the score remained 1-1 till the end of full time.

After the deadlock in the first match, in the day’s second match things changed quite drastically when the ITBPF football team stepped on the field to take on Jiyo aur Jenedo FC (JJFC).

Naveen Singh of ITBP got the ball rolling in the very first minute of the match when a failed attempt at setting an offside trap by JJFC did not pan out as they had expected. Singh, taking advantage of the situation netted the ball in the 22nd second of the match to score the fastest goal of the tournament so far.

It looked as though things would turn uglier for JJFC on the 4th minute of the match with the ITBP striker heading for goal but was ruled offside. Misery would come soon enough though when on the 6th minute A Suresh Singh of ITBP extended the lead to 2-0.

S C Bhutia would get the ball past the keeper in the 16th minute of the match to make it 3-0 before the break.

After play resumed, the match continued with much the same pace and tone that was set in the first-half. ITBP continued to dictate terms of play for long periods while the JJFC players were seen chasing the ball. There were flashes of momentary brilliances from JJFC but nothing came of it until Tarh Rajkumar scored a consolation goal in the 67th minute. By then however, S P L Singh who had scored in the 56th minute and his team mates were already celebrating for having secured back-to-back wins and the score line of 4-1 to ITBP.

Good step

Dear Editor,

Through your esteemed daily, may I take liberty to appreciate the commendable job done by Chief Estate Officer cum ADM, Itanagar for closing down the holding of Sunday Market, Footpath hawkers etc. in Itanagar/Naharlagun. The market had created un-necessary nuisance for the public who want rest and peace after weeklong duties. Every capital town dweller knows that Sunday is a resting day and no any organization/Association or Unions etc. think of calling bandh on this day. In our Christian belief every 7th day in a week is a ‘Sabbath day’ resting day and hence we should observe this day as ‘Sacred Day’. I also thanks to all Bazaar Welfare Committee and Municipal Councillor of Naharlagun for great initiation.

Repair hydel at the earliest

Dear Editor,

Through your esteemed daily I would like to ask some question to authority of hydro power department. Why there is delay for renovation of Mai hydel power project phase-I and phase-II? The renovation started in 2009 but still it has not been completed. Why it is taking so much time to complete? It is not a new project. Even in new project also it doesn’t take that much time. The concern department is not interested to renovate this project. The new machines which were brought by department have begun to rust because it has not been used. If the machines/materials go missing, they blame our local people. If they don’t care for their machines then surely it will go missing. So the authority of concern department are requested to look into the matter and direct them for complete the renovation as soon as possible. It is not only for our village but also for the state and for country.

Who is responsible?

Dear Editor,

It is very sad to bring to the notice of our fellow citizen that on 3rd August my son Mr. Lingdum Tani (class XII student) was very badly beaten up by the school Cabinet members and other students at Govt. Hr. Sec. School Doimukh during the class hours by using iron rods and sticks. He was beaten up merely for not coming to school with full uniform. Without giving any intimation or information to the parents he was attacked and severely beaten up and left alone. Surprisingly it was learned that even outsiders entered into the school campus and got involved during the conflict which is a shameful act on their part. I think there is no RTE Act and safety rule for some category of Students who comes to pursue studies. Instead some kind of autonomous power is given to some students so that they can run the show and rule the campus and destroy the future of innocent students. I never thought that such kind of barbaric incident could happen in Govt. Managed School, which is fully supervised, and control under the state Govt, and apex student bodies. If this type of activities were to happen with the students studying in Govt. Hr. Sec. School Doimukh, I would not have sent my son for spoiling his future bright. It is so confusing for me who is exactly governing the said school for its peaceful functioning. Every Parent of Students believes that, Govt. Hr. Sec School Doimukh is one of the oldest and best Schools in Papum Pare district. Expecting good result and trusting the school authority of safety and security we sent our children to the said school.

In this situation who is responsible for this heinous act that took place in the school campus in presence of School Staff? Dear School Managing committee members, Staff and parents, what you would have done if your son or daughter is being beaten up like this publicly? My son is still under medical treatment and thanks those people who rushed him to the Hospital on time. I also request to the District Administration to look into the matter seriously and take some necessary actions and give justice for me.

New technology to protect tigers

Even as India fights hard to protect its dwindling population of big cats, it has lost fifty tigers so far this year against 72 in 2012. At the top of the list is Karnataka, which has lost 13 tigers. Next up on the list is Maharashtra followed by Uttarakhand and Madhya Pradesh where five tigers have died this year, two each in the Bandhavgarh Tiger Reserve and Pench Tiger Reserve and one in the Katni forest division.

The DIG of the National Tiger Conservation Authority (NTCA) SP Yadav said that every tiger in the country is under threat from poaching. "Under our new protocol," he said, "the cause of the death of every tiger will be deemed to be poaching until the state government proves it otherwise with proper evidence." The new NTCA directive will bring more transparency to the postmortem process.

Yadav stressed that poaching gangs in India feed markets in China with Burma and Nepal emerging as the new routes for smuggling of tiger body parts.  However, the government is taking several steps to check this trend. Among them is the use of an advanced satellite based technology that is backed by computer-aided analysis.

Currently, India has around 1,500 tigers and NTCA maintains a photographic record of each one of them. Since every tiger bears a unique identification mark by way of its distinctive stripes, a new computer-driven technique has been developed that can match the images of live animals with illegally traded skins, which helps investigators identify when and where poachers made their kills. Recently, three tiger skins seized in Nepal were traced to Madhya Pradesh using this technique.

When tigers and humans clash, the results are violent and usually fatal. Lives on both sides are lost. Exploding human populations and ever-shrinking forests means the pressure is rising. With so few of these big cats left, finding solutions to human-tiger conflict has become one of the most urgent issues facing conservation today. Yadav said India has 60 per cent of total tiger population of the world. The country's existing habitat has a capacity to sustain a maximum of 2,400 tigers.
